If your cruise control or horn has become random then chances are the slip ring contacts are dirty.  To clean the cruise contacts the steering wheel will need to come off....you shouldnt need a puller as wobbling it side to side when the nut is off normally frees it....carefull not to twat yourself in the nose with it when it suddenly comes forward tho!

Remember to mark where the wheel sits on the spline so you can get it back on strait when reassembling...a wonky steering wheel is always boring!

As far as the contacts go, below is a pic of the slip ring system behind the wheel (91 turbo) the red marks indicate the screws which hold it to the column, just remove these.

Cruise Control 001 (450 x 299)

Once the slip ring is  free you can pull it forward slightly still attached to the car loom.

If you remove the outer clip ring which is just snapped into place with little clips around the outer edge, you will be able to pull the 2 parts of the slip ring apart as below, there are a couple of clips in the centre of the contact plate which will keep the 2 parts together initially  which will pull apart easy.

Cruise Control 003 (450 x 405)

Once apart you will be left with the goo filled contact plate and the spring contacts. Clean it all up with meths or alcohol, very fine emery can be used on the contacts to remove corrosion.  You can pull the sprung contacts out gently to make them more "springy" again but not too much as they wont line up properly or too much "spring" can make the slip ring noisy.

When you pop it back together lubricate the contact plate with a little vasaline or copper slip.

When positioning the steering wheel just line it up with the mark you made on the spline and it should be strait!
